Emergency Proposal Mechanisms

I would like to open a discussion about whether Unit Zero governance should include some kind of emergency proposal mechanism. Most of the time, our governance process can afford to move at a deliberate pace, with time for debate, voting, and review. But there may be rare situations where a faster response is essential, such as a discovered vulnerability in a core contract, an exploit in progress, or a failure in infrastructure that threatens the stability of the network.

The question is whether we should prepare for these scenarios with a fast-track system. One model could be to allow proposals marked as emergencies to go through an accelerated process with shorter voting windows and quicker execution. To balance this, such proposals could be subject to higher quorum thresholds or additional verification steps before execution, to ensure that the community still has confidence in the decision.

Another challenge is deciding who has the authority to trigger an emergency proposal. Should it be left to the community through a special vote, or should a technical council or multisig have that responsibility?

It would be useful to hear views on whether Unit Zero needs such a mechanism, and if so, how it should be safeguarded against misuse.
